Am I obligated to develop the project with TheCodingMachine afterward ?
No, there is no development commitment at the end of the scoping phase. However, our clients usually choose to continue with us because our technical teams grasp the business challenges of your project from this very first phase.
Who participates in the scoping from TheCodingMachine's side ?

My specifications are already written, do I still need a scoping phase ?
It depends on the level of detail. Very often, a set of specifications expresses a business need but lacks precise technical specifications (APIs, database models) and UX mockups. A technical mini-scoping is often recommended to make the costing reliable.
